Tho annual report of the General Federation of Trade Unions says:— "Any fiscal system which will secure a wage sufficiently in excess of tho cost of subsistence, permitting reasonable pronsion for illness and old age, will receive intelligent consideration. Let tho State guarantee a minimum wage based upon the prices of human requirements, and SUito control of production and import may bo considered; but trade unionists will not tolerate attempts to increase tho powers of exaction of monopolists." >
