Cipriano Castro has been refused permission to laud in the United States, oil the ground of "moral turpitude." He will appe.il lo Washington against the refusal, and denies the intention of stirring up. a revolution in Venezuela. {'General Cipriano Castro became President of Venezuela in 11)00, as.the to-' suit: of a revolution, in the course of which the then President, was killed. For eight years ho was 'a Dictator, ruling tho country by corruption and revolutionary- methods. His actions towards companies and persons of foreign nationalities resulted in a blockade of tho ports of Venezuela by British, Gorman, and- Italian warships in 1303. He ap-pealed-to tho United States in tho name of the Monroe Doctrine, and the matter was referroil to The Hague Court of Arbitration. In 1906, owing to Castro's refusal to allow the French Minister to land, France broke off diplomatic relations. In the next year Venezuela had to pay, under the lintling of Tho Hague Court. ;£G!)1,000 in settlement of tho British, German, and Italian claims, but others, amounting to remained to be settled. In 1!)0S the Dutch "Minister was expelled after a dispute with the Dutch Government, and the Dutch sent gunboats, which destroyed Castro's fleet and blockaded his ports. In December ol' that year Castro left tho country lor Europe, and in his absence a rising against the dictatorship took place, and hi 6 adherents were imprisoned.]
