They havo revived the Nanking Constitution, rc-couvoiied Parliament, ami attempted to form a Coalition Cabinet Nevertheless, the prospcets of co-operation botwecn North and South remain unsatisfactory. Each concession incites lie Southern factions to fresh demands. The Northern generals are urging the President to Tfi'uso further concessions.
