PACIFIC COAST FLEET ESSENTIAL , : THE UNRELIABLE CANAL (Reuter's Telegram.) London, July 16. The "Daily Telegraph's" Washingtun correspondent states that during Hie debato on the Kavy Bill in tho Senate, Senator Lodge admitted that tho navigation of the Panama Canal was so unreliablo that the transference of a fleet through it was uncertain; therefore, a Pacific Fleet must be built in addition to tho Allantic fleet.
