FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications are" lor cold, cloudy, and unsettled weather, rain .probable generally, and fmow on higher levels in tho south. Variable breezes, giving placo to fresh south and south-easterly winds. Barometer rising everywhere soon. Atmospheric pressure has inoreased in the south, but decreased steadily in the north.
