STABLE REFUSE I'hcre were present at lust evening's meeting of .the Hutt borough Council, tho Alkyor (Mr. H. Baldwin), and Councillors liodgius, jU'eldruiii,; Uarv.er, Cleudon, M'Dougall,' Heron, and Jiobbs. Airs-. Rolleston of the Lowry Bay Soldiers' Home, accopted the .offer or a boat foi- tho use of soldiers, from Mr. Rasmussen, lurough the council, iuid expressed thanks for same.. Permission to use the Council Chambers was granted to the Society..for tlie Health of Women and Children', ior the purpose of delivering 24 lectures, by a Plunket nurse. It was decided to cover the council's motor hro vehicle with an insurance of ifciSUO in tho Now Zealand Stato Fire Oitico. ;A letter was received- from tho secretary'of tlie Hospital. and Charitable Aid Board, advising that tho following. resolution. had been.'. adopted: "That the Mayors and. cnairmen of tho local contributing bodies be invited to join a deputation, .comprising Messrs. H. Baldwin, J. Smith, U.'At. Luke, F. Castle, H. Freeman, D. Campbell', and,the Rev. H. Van Sfavereri, to wait upon the Minister of Public Health in regard to tho following proposals:—(a) That in the opinion of this board the Fourth Schedule of the Hospital and Charitable Aid Act (which has <mused the rate 'of Government subsidy on. ordinary expenditure to fall from .£1 per <£l.in 1911, to 16s: 3d. por £1 iii 11)15), ■ operates unfairly in the Wellington Hospital District, and that the Act should be amended to provide a minimum subsidy of a iil for .til. (b) That expenditure lor providing special accommodation and' treatment ior consumptives shoiild.be subsidised by the Government,'so that one-third of the net 'expenditure' would fall on the local con. tributing bodies, and two-thirds'oil the' Government. (c) That'- tho Government be asked to legislate in the above directions." It was asked-that the oouncil should reply as to whether it acceded to the board's request, and stated that a date would probably be arranged to fit in with the proposed 'eonfeiviice called by tho Hutt Council in regard to tho control and management of the Wellington Hospital and Charitable Aid Board. It was decided to support tho movement, , and Councillor M'Dougall was appointed to represent tlie council on tho deputation,.
A report was received from Dr. Sydney Smith- (District Health Officer) in reference to stable refuse in the borough, recently complained of by Dr. Mirams and others. The'report stated that in respect tu certain premises in Queen's Road there was no ground for complaint at-the timo of the officer's visit, and very few (lies were noticeable. As to tho use of stable refuse on private gardens .in the borough, iseveral private residences were visited, but on the whole no nuisance was created as a result. About five truck loads of this refuse arrive daily at the Lower Hutt Railway Station, and the report added that tho carting of it through the borough 'particularly en windy days) appeared to be a great menace to public health, ai thero appeared to lie no coverings used in'the transit. It was recommended that the council should pass 'a by-law providing that all conveyances carrying inanuro in tho borough shall use suitable coverings; that .all stables be cleaned at least onco daily; that manure pits erected in connection with stables bo provided with moveable covers, and that no stable manure shall bo stored within <die borough unless it shall bo covered over with soil to a depth of four inches. It was''decided to refer the report tho No. 1 committee, and to forward a copy to Dr. Mirams.
No. 2- committee Teeoijjmonded that street lamps be erected at tho northwest corner of Downer and Trent Streets, and tho south-west oornor of Rata Street and Camp Road. It was also recommended that tho engineer ascertain the size of Mr. Treadwell's gas service pipe, and if largo enough to allow a pipe to be run from it, to tho lamp on Normandalo Hill, tho Hutt County Council be advised that this council is prepared to supply tho gag to th'o proposed lamp if the County Council will provide a lamp, and cover ffie cost of the piping.
