SPEECH BY MR BALFOUR Australian-New Zealand Cable Association. (Rcc. July 5, 6.5 p.m.) London, July 4. 'The Right ]{on. Jlr. J. IV. Lowther (.Speaker of tho 15 ouse of Commons) presided at a luncheon to tho Overseas Parliamentary delegates. 5Jr. Balfour (First Lord of tho Admiralty) proposed "The Visitors." Ho said that tlioy had nevor received the representatives of tho Dominions at a moro interesting and impressive moment. Thoy had not oome merely as spectators of this greatest drama, but were themselves taking an essential and all-important share. "Englishmen had frequently endeavoured to analyse the bonds which held the Empire together in a political organisation which was unparalleled in the world's history, and had wondered whether tho bonds of common sympatiH# ideals would stand the strain of a world catastrophe. Tho stress might well have destroyed a more closely-knit organisation. "AVe know how we have stood the test. That will he one of tho marvels of history. There has been no creator triumph of our race. German philosophers declare that their army keeps Germany together, but in ()uite a different sense so does the British Army to-day. That Army is now one in which bodies of Empire troops from Canada, South Africa, Australia, and New Zealand are fightiDg with a single heart and a common purpose, united, in tho same magnificent and glorious deeds, and sharing a joint heritage of heroism.

"I am not .troubling myself about the future constitution of tho "Empire. I am confident that a solution of tho problem will be found, because we are bound together essentially, and fundamentally, we share our oommon idoals of liberty and good government, and we are determined that our unity shall not bo broken. What we demand fo,r ourselves wo arc endeavouring to preserve for other nations, and our resolution to bring tho war to a successful conclusion hardens every moment."
