* A DIFFICULTY OVERCOME • THE BUDGET DEBATED WAR PROFITS SPEECH BY THE FINANCE MINISTER.' The Legislative Council met at 2.30 p.m. The Hon. R. BEEHAN referred to a question previously asked requesting the Government to allow ex-members who had served more than -ten years in the Legislative Council to retain the title of "honourable." Five persons were affected, and he thought that now that a National Government was in power this course could be taken.' lion. J, 'I. Paul referred to the conditions under which a large section of the Public Service were now working. Owing to the depletion of the Service, much overtime was being worked, and this was not always paid for. More care should be taken, he held, in the allotment of the tasks, and particularly in reference to the approaching census he asked that the Government, through the Departmental heads, . should secure an equitable distribution of the work. ', SIR, FRANCIS BELL said that he tad mentioned the matter raised by Mr. Beehan to Cabinet. It required a formal application to the Secretarv of State for his attention to be given. This was in mitigation, not a complete excuse, for his own' failure to insist upon the practical promise given before. In answer to Mr. Paul, ho said the Public Service had proved most loyal, but if any instances of the. kind alleged could be adduced, consideration -would be extended. Ho had not heard of any complaints being made as to over-work.' The second reading was agreed to. The Imprest Supply Bill and the Expiring Laws Continuance Bill were' reported from Committee without amendment, and read a third time ' without discussion. ' , , The Council rose at 2.57 p.m.

JIASSBY gave' notice to move that on and after Monday next the House sit on Mondays, at 7.30 p.m., for the transaction of public business. .Replying to a question by Dr. Newman, SIR JOSEPH WARD said that, he would give consideration to the Tequest that the House should be furnished witha statement of the war expenditure before the Finance Bills coriie on for consideration, LAND FOR SOLDIERS, i . The amendments made in Committee , in the Discharged Soldiers' Settlement Bill were agreed to, and the Bill was read a, third time and passed.
