' At, a meeting of the executive committee of the Auckland A. and P. Association, the rules proposed to be -adopted' for .the Council ,of Agriculture, a bodj; to be set up to deal with matters ot interest to rural communities, were con'sidered. Amongi-tlie suggested lules was one proposing that at any . conference of the council a limited, number of invitetl. experts and representative farmers, up to the number of twenty,; be permitted to take part ■ in the discussions etiually with the elected delegates from agricultural societies, and to vote in tho deliberations of the council. This rule was uriariiuiously opposed, by the meeting, tho opposition. beirig voiced by Mr. J. M. Phillips, who stated that this was the thin end of the wedge leading to the creation of a bureaucracy in Wellington able to exercise a vote that would swamp the vote of the genuine farmer The principle of permitting incited experts and representatives to vote was entirely opposed to the principle of selfgovernment by the agricultural ! as6ocia-' tions, and was'a dangerous principle. On his motion the. executive decided to instruct their delegates to oppose by every legitimate means possible, .the adoption of. that rule. . .. .
