SALE OF MILK
NEW BY-LAW
STRINGENT PRECAUTIONS
Tho now milk control by-law adopted by the City Council last week, and due for .confirmation on Thursday next, exacts that ■
■'(1) Wlion any milk is sold or exposed or offered for sale it shall be deemed to be sold or exposed or offered for sale for human consumption or use unless the contrary is proved. "(2) The purchase and.sale of a sample of any milk under the provisions of to is by-law for tho purpose of analysis shall be deemed to be a purchase and sale of such milk fox human consumption or use unless the seller proves that the bulk from which suck sample was taken was not offered or exposed or intended for salo for human consumption or uso.
"(3) For the purpose of this by-law every person shall bo deemed to sell or to intend to sell any milk if he sells or intends to sell for human consumption or use any article of which such milk is a constituent.
"No prosecutor or witness In any prosecution' under this by-law shall' be compelled to disclose the fact that lie received any information or the nature of such information or the name of any person who gave such information; and no inspector appearing as a prosecutor or witness shall be compelled to produce anyconfidential reports or documents made or received by him in his official capacity or to make any statement in relation thereto." Licensing Milk Employees. "(1) No person shall act as milk cmployco in the city uniess such person is licensed under this by-law so to act. "(2) No such license shall be eranted except- on payment to the City Treasurer of a fee of one shilling on the written application of the applicant. "(3) Such application shall set forth tho name, place of abode, and occupation of the'applicant and the name of his employer (if any) and these particulars shall be stated in the license when gi'autcd. . "(d) Every such license shall be under the hand of the Town Clerk and in the form set out in the schedule hereto or t:,> the effect of such form. "(5) The Town Clerk shall keep a register of 'such milk employees. "(6) Every such license shnll expire on the 31st day of March next ensuing after the date of such license." It shall bo lawful for the council at any time, by n'otice in writing, delivered to the holder of any license granted under this by-law or under I'art XIII of tho "Wellington City by-law No. 1, 1908, V> revoke or to suspend for such time as it may think fit any such license if the holder has been convicted of any offence in relation to milk, against this by-law or against part XIII of the Wellington City by-law No. 1, 1908, or against the Sale of Food and Drugs Act, >1908.
