MEETING OF '-THE COUNCIL.

Hammond and Craciuielh asked ior the ; wuhdiwal of a caveat in respect to section 2G, and tbe council decided to hold the matter over, pending a report from tho cngmcQr and two councillors. It waß decided to accede lo a request from Messrs. Fiold, Luckio, and Sladden (who asked for the removal of a caveat lodged against a section i'i respect to a drainage loan), when the payments aro settled.

A complaint from a resident regardiug straying stock and a dilapidated feneo in. lung's Road .was referred to the No. 1 Committee.

The - secretary of the Hospital and Charitable Aid Board thanked the council for its oifer in respect to the use of an oil engine at o„taki. It was lecidcd to procure a five , years' service medal, for. Fireman Seager, at tlie request of the secretary of the local Firo Brigade. A motion that a by-law should bo made to prohibit- any person from carrying through a public place refuse or oit'eniive matter, unless in a vehicle that , would prevent tho escape of contents or of'tny smell arising therefrom, was moved by tho Mayor, and seconded by. Councillor M'Dougall. After some discussion, in which the seconder referred- strongly to the state of tho. railway yard where, stable refuse was handled, the moiion was defeated. , It was decided on the motion of Councillor Ball that the Pinanoa Committee be asked-to bring down a report upon the question of <ui insnraace scheme for the council. Councillor Ball quoted figures showing that the council had paid in one department .£2OB in premiums, and had received .£3B. The fire motor premium had. risen this i year to .£2l, as against .£lO last>year, aid Councillor Ball considered the time had' arrived when the council should seriously consider the question of consolidating its various risks into an insurance of its own. The Mayor drew attention, to the f?et that the Hutt PaTk Committee was promoting a Bill for the remission of its rates, and as the council was a contributing body, ho .thought if they desired to oppose the Bill it would be advisable to appoint representatives for that purpose. He added that the Hutt River Board and the Hutt County Council intended to oppose tho Bill. The council- decided to appoint the Mayor, town clerk, and Councillor Hobbs and Clendon to give reasons why this Bill should not become law. Hospital matters were also dealt with. The Mayor, in answer to a question asked by Councillor Meldrum, stated, that shipping masters protected- the Hospital against any claim that might arise in icspect to seamen. Matters in connection with- tjio boarding-out of children ond the representation of local bodies were dealt with by the Mayor. The days of the old Hutt Road* toilette wero iccolled when Councillor Hall moved that owing to the heavy drain upon the resources of the local bodies interested in the Hutt Road, a toll-gate should be erected. The mover quoted figures showing the amount of motor traffic that traversed tho road, and said that the intention was to erect tho gate at Ngaliauranga. A lengthy discussion followed, and eventually the. motion was ■ carried. It was decided to approacli the other local bodies interested with a view of obtaining their support. The matter will eventually, it is understood, be placed before the Hutt Road Board of Control.
