Proof of Austria's financial straits is forthcoming in intercepted messages from Vienna to New Yofk, which show that Austria consented to hypothecate the transfer fees paid on real estate to securo a fifteen million dollars loan. The negotiations failed, and Baron Burian, the Foreign Minister, was trying to makebelieve that New York bankers voluntarily offered the loan.
