SYSTEMATIC COLLECTION. URGED. The British Royal Commission 011 Paper is urging the systematic collection of waste paper by municipalities and other agencies. At the 'paper mills the waste can bo converted into puip and manufactured anew. "I believe that if care were taken to secure all waste paper for conversion in this manner the 1 restriction of- imports would cause very little inconvenience," said the secretary of the Commission. "Business houses in which there are largo accumulations of waste paper aro able easily to arrange for its collection, and this system couid be extended by municipal bodies so as to gather .in from householders and the smaller traders." In all Govei'nment departments the waste paper ,is collected regularly . and specially dealt with to avoid any old confidential documents falling into unauthorised hands. It is torn up under supervision and made into pulp.
