UNAUTHORISED COLLECTIONS
' WARNING BY TEE MAYOR. It has come to the knowledge of the Mayor (Mr. J. p. Luke) that colleofions are frequently being made in the Wellington streets for various objects (doubtless all of a deserving character), without the permission of the Mayer, which is made obligatory under the regulations to the War Funds Act of 1915, which were gazetted last week. The clause under which permits to collect for war purposes is vested in the Mayor is as follows: — "Every permit as aforesaid issued by a Mayor or county chairman be a lawful authority to the person named therein to solicit contributions for a war fund only within the borough, or county of whicli the person issuing the same is Mayor or chairman.'' Permits to collect in special.areas may also be issued by the incorporated trustees of a war fund, an inspector of police, or by a person authorised by the mister. This means that e\ery person or body soliciting moneys for wai funds of.any kind must first seouie a permit from the constituted authorities mentioned. The Mayor stated that there were occasions whoii collections were made of a character likely to embarrass an organised effort for an important purpose, in such a manner as to prevent the best results being achieved. Further, it was not competent for outside authorities to organise a collection in the City of Wellington without the consent of either himself 01 other, local autbovitips set out in the regulations governing the War l'unds Act.
