The proceedings nt the International Socialist Conference, held at Zimmer-tt-ald at tho end of April, revealed a ludicrous German plan to secure peace by Socialist risings in the allied countries The German delegates explained that it was impossible for the German Socialists to rebel, because'the Government was too powerful, but Socialist rebellions ou"ht to be possible in Britain, I'ranee, mid Italv, because they were democratic. Critics" of the scheme point out that the Gei-mau Government gave the deleBates unusual facilities to attend the conference, although these delegates were mostly .notorious irreconcilnbles.
