WAR FUNDS ACT

THE REGULATIONS ADMINISTRATION OP WAR MONEYS The regulations under the War Funds' Act of last session appear in/ the current "Gazette," and will be found of interest to all authorities coucerned in tho administration of moneys raised for war, or war relief purposes, in Mew Zealand. Every society, association, or body of persons administering a war fund snail, not later than the loth day of April, July, October, and January respectively in each year, furnish to tne Minister a statement respecting such fund, tor the quarter periods enuing respectively on March 31, June 30, September 30, and llecember 31 in each year.

In audition to the particulars required to be furnished by the last preceding subclause; every society, association, or body of persons administering a war fund as aforesaid shall, when so required by the Minister, furnish any other information as to the income, expenditure, investments, and other matters connected with the fund that he may consider necessary, and shall, liot later than the 15th day <yt every month, furnish to the Minister;a statement setting out the' total amounts that may have been paid during the preceding calendar month— (a) Toivards the assistance or relief of discharged or returned soldiers. (b) Towards the assistance or relief of tho dependants of any soldier. (c) I'or any other purpose not mentioned in "(a)" and "(b)." (d) Payments made for administering the funds. The totals under (a), (b), (c), and (d) 6hall represent the total expenditure of the fund for the preceding calendar month. Every society, association, or body of persons collecting for but not administering a war fund shall furnish to the Minister, not later than the 15th day in each month, a statement respecting moneys <eoeived and paid out by such society, association, or body of persons during the preceding calendar month. Clauses 9, 10, 11, 12, 13, 14, and 15 refer to the incorporation of societies under the Act. I/ater clauses provide for the auditing of all funds, all auditors to be appointed by the Controller and Audi-tor-General.

Permits to Solicit Contributions. Evory permit to solicit contributions for a war fund issued undor Section 22 of the Act shall be in the form ! No. 10 in'the ; schedule in the caws of a permit to solicit contributions to be paid- direct to a war fund, and in the form. No. 11 in the said schedule in the case of. a permit issued to members of or collectors for any branch of, a society, association, or body of persons possessing a war fund, to solicit contributions to such fund on behalf of such branch: Provided, however, that- if any society, association, or body of persons possessing a war fund desires to use any other form of permit.it may, subject to the approval of tile Minister, use or authorise the use of such form in lieu of the forms hereby prescribed.

Every such permit as aforesaid issued by a mayor or county chairman shall be a lawful authority' to the person named therein to solicit contributions for a war fund only witliin the borough or county of which the person issuing the same is mayor or chairman.

Every such permit as aforesaid issued by the incorporated trustees of a war fund, or by an inspector of police, or by a person authorised in that behalf by the Minister, may authorise the holderthereof to solicit contributions for a war fund only.within an area to be specified in the permit: Provided that a permit to solicit contributions for a war fund on behalf of any branch of a society possessing a war fund, whether incorporated under the Act or not, shall not bo a lawful authority to solicit contributions for such branch in any district other than that within which such branch in authorised, either by its own rule? or of the society, to exercise its function* as a. branch of such society: Provided further, that if any person authorised by the Minister to issuo permits is authorised so to issue permits for a particular district only, a permit issued by such person shall be a lawful authority to solicit contributions for a war fund only within such district.
