Luderitz) at Baltimore is accused, of issuing a false passport to von der Goltz to enable him to aot as a spy in England. [Von der Goltz was recently taken to America from Great Britain to give evidence in the anti-neutrality prosecutions. He confessed that Captain von Papen was implicated in the attempt to blow up the Welland Canal in Canada. There was a regular scheme to invade Canada agreed upon in conjunction witli von Papen, in jorder to prevent Canada sending troops to Britain's help. Many arrests of pro-Germans in the United States aro expected as the result of Von der Goltz's revelations.]
