The Council proposes to pledge a special rate of one penny and five-sixths of a penny (l's-6d.) in the £ on the unimproved value of all rateable property within the area defined in the 'Schedule to 'Tho Wellington and Karori Sanitation and Water S-upply Amendment Act, 1915," as security for the said loan of .£13,670 and interest and sinking funu thereon.
