Speaking .at the _ National Liberal Club, Mr. Howard Houlder (the shipowner) said that the Mercantile Marine was tlie pivot upon which the industry end commerce of the Empire turned, and many people were powerless, without its support. The owning of ships was only possible on the principle of independent ownership. The centralising' o£ the shipping industry as a Government Department would bo fatal to the industry. Apropos of the reopening of the Panama. Canal, he stated that several ship-owners wore arranging for "their vessels to adopt that route.
