Washington, March 31. Von der Goltz has been' brought from Great Britain to give evidence in the anti-neutrality prosecutions. Ho confessed that Captain von Papen was implicated in the attempt to blow up the Welland Canal, in Canada,. .There was a regular scheme to invade Canada agreed upon in conjunction with von Papen, in order to prevent Canada sending troops' to_ Britain's help.
