NEW TAXES PROPOSED , DR. HELFFERICH'S BOMBAST By Telegraph—Press Association-Copyright Amsterdam, March 17. Dr. Helfferich (Imperial Treasurer), in his speech on introducing the Budget in the Reichstag, said the Budget did not contain war items. The credit voted in Decembor was ample for' some tim.o to come. The Budgets hitherto had been equal to all demands. The object of the proposed new taxes was to exclude all danger. England 1 was endeavouring to cover a considerable portion of her war expenditure by taxation. Germany had a more just conception of the financial claims of the war, and would not follow in England's wake. Nevertheless, there must be considerably increased Imperial revenue, whatever hopes may bo founded on an indemnity, but the now taxes will not be further extended. The subscription for the new fourth loan would be of the greatest significance regarding the war. Germany hitherto had defied lior enemies financially. None even approached her achievements. Germany had successively beaten England's loans.' Germany's enemies) foreseeing the success of the loan, were spreading maniacal lies about her financial situation. The Germanß knew that victory belonged to them, and those nt home would contribute to the soldiers' victory.
