The German newspapers carefully avoid discussing the reason for his resignation, though it is evident it is known in well-informed circles. WILLING TO TAKE A RISK. The "Morning Post's" Washington correspondent reports that in official circles it is "considered that Admiral von Tirpitz was willing to risk war with the United States rather than abate his ' submarine "frightfulness," and Herr von Bethmann Hollweg and Count Bernstorlf, who constantlj impressed the Kaiser with the folly of antagonising America, forced Admiral von Tirpitz's resignation.
