Cabinet lias approved President Wilson's determination ■to take active against' the Mexican .bandits. The President has announced liis determination to eliminate Villa; The War Department is preparing to dispatch a punitive expedition in a few days. General Fuiiston is directing the border operations. Twelve hundred of President Carranza's troops are approaching the border, it is understood, witli the intention of assisting the American troops in wiping out Villa and. his bandits. Carranza has requested permission to be allowed to send Mexican troops into the United States if the need arises for the pursuit cof the bandits.
President Wilson declares his action is entirely to aid Carranza, and has not thought of aggression. He claims tlie right' to ipursue marauding bandits across an international line established by international law.
