Mr. Asquith (the Prime Minister), in the House of Commons, announced that Lord Robert Cecil had been appointed Blockade Minister. THE DEBATE IN THE LORDS (Bee. February 24, 10.25 p.m.) London, February 23. In the House of Lords, the Marquis of Crewe, winding up the blockade debate, denied that the Fleet had been hampered. The blockade was complicated - by tnirevealable "difficulties. Britain must uphold the principles of international law, in defence of which sho had embarked on the war. Lor.d Sydenham withdrew his motion.
