A PIIOTEST. Referring to the Public Service Commissioner's proviso in advertising for applications-for the position of accountants lor the Internal Affairs and Education Departments, that candidates must have passed an accountancy examination, the "Public Service Journal" states that "this limitation, if it is insjsted upon, will result in the prohibition in almost every instanco of any public servant, whatever his capacity and experience, over becoming an administrative ofiicei' of 'his Department unless ho is fortunate enough to be the possessor of an accountant's diploma." The association's aims in this regard ure set out thus:— • (a) An assuranao that senior officer's of experience and capacity ivill not be passed over, simply by reason of tlio l'act that they do not possess an accountancy diploma, when an appointment a<» accountant is lifting determined unless the position in question is clearly one which requires fuller commercial accounting knowledge than is likely to 1)0 possessed by such officers. (b) The elimination ol ih<j limitation to ofiicers holding the accountancy diploma from advertisements calling for applications for appointment to the position of accountant or si similar position.
