The Kaiser had repeatedly promised to personally, read his Speech in the Prussian Diet, but was unabla to do so. It is reported that fever has supervened. LATEST NEWS IMPORTANT COUNCIL MEETS ("Times" and Sydney "Sun" Services.) (Rec. January 15, 6.45 p.m.) London, January 14. The "Daily News's" correspondent at Rome states that Prince von Bulow's sudden return to Berlin from Switzerland is duo to a summons to attend a council convened under the presidency of the Crown Prince, to decide measures necessary should tho Kaiser's illness be prolonged, or the operation unsuccessful. The council will also discuss war matters. Meanwhile it i§ impossible to obtain information even. in neutral or diplomatic sources, concerning the Kaiser's condition. The usual optimistic official reports are now being withheld. BIRTHDAY FESTIVITIES CANGELLED. (Rec. January 16, 5.5 p.m.) , London, -January 15. The Kaiser's birthday festivities have been cancelled. Prince Henry of Prussia (the Kaiser's brother) has been recalled to Berlin. CONTRADICTORY REPORTS. (Rec. January 16; 11 p.m.) London, January 15. Reports of the Kaiser's illness remain contradictory. A message from Zurich asserts tlut the condition of the patient is moro serious, and that the doctors differ in their diagnoses. Reports from Berlin minimise it. Some say that it is a persistent catarrhal cold, while others adhere to the carbuncle story. All agree that the patient finds difficulty in throwing off his illness, owing to mental and physical strain. The birthday message was in the usual exalted key. "The war was forced upon us by our enemies, envy, and hatred. May God accept the heavy sacrifices which have been joyfully offered on the altar of the Fatherland." The Kaiser asks that the people will dispense with their festivities and offer loyal prayers.
