MEN OF THE "TWELFTH" SOUTH SHORT OF INFANTRY . The mobilisation of the 12th Rein, forcements commences to-morrow. The raising of this force is being watched with keen interest. Before 'the next draft is called up'the new'recruiting scheme may be in operation, and therelore this month's draft is looked upon as the last likely to be obtained oil the plan which lias been in existence since the early (lays of the war. For the draft about 2220 men are required. The position at the end of last week appeared to bo that the South Island was nearly 200 infantry short, and the North was nearly 400 infantry to the good.
