[The bribery referred 1 to was. in connection with the Two Army Division Bill. Towards the end of last year when the Bill was before the Diet. Viscount Oura, who was then Minister for Agriculture and Commerce, contrived to secure the passage of the BilL by obtaining the support of some members of the Seiyukai. Viscount Oura borrowed 80,000 yen (£8000) and used it for bribing members. This was known in Japan as the "80,000 yen affair."]
