They must also prevent this sanguinary war being followed by an economic war separating the' nations. "The demand of the freedom of the seas comes onco more into prominenco. Tho seas have always been free in peaco time, but in war time we havo again : found to our cost that tho strongest fleet rules tho seas. Hence means must and will bo found to guarantee the _ freedom of traffic to mercantilo fleets in both peaco and war time. To make a freo route from Berlin to Bagdad our only aim of tiio war would bo to roverfc to a purely continental policy, and would seriously prejudice Germany's prospects regarding the future shaping of hep political | scomomy."
