Several changes'in the-more important British military commands are reported to-day. General Sir Charles Monro, who controlled the successful withdrawal from Gallipoli, resigns his Near Eastern command in order to assume command of the British First Army in the Western theatre, in succession to Sir Douglas' Haig. General Monro is succeeded in the Near East by Sir Archibald Murray,. Chief of the Imperial General Staff. Tho House of Commons debate on tho vote for an additional million men has given rise to some expressions by Mr. John'Redmond and others, of determined hostility to compulsion, but the opinion is expressed that,in order to fulfil Mr. Asquith's pledge to the married men, the Government ma.v have to take further powers, and that in doing so it will have tho support of the majority of the members of the House and the people. The recent French success in Southern Alsace turns out to -have been of considerable importance, involving the capture of over 1200 prisoners, but part of 'tho ground won-has been recovered by the enemy. There is a further report of the Russian bombardment of Varna. A notable confession is made by Major Moraht, a German military critic of considerable standiris, indicating Ijhat, in his opinio!! Germany's hopes aro now limited to obtaining an inconclusive peace—just such an estimate of possibilities as would havo been normal had it emanated from an Allied sourco. Major Moraht admits that Britain has crcated an army larger and better than German militarists had foreseen. ■
