Tlie "Daily Telegraph" says: "As far as we can judge, Lord Derby's, scheme has resulted in a ereat triumph for the voluntary system. We believe the leport will be very different from what was anticipated a week ago." Tho "Times" says that the whole issue of the scheme turns upon whether a sufficient proportion of young men has enlisted. Mr. J.- Hodge, chairman of the Labour Party, in a speech at Birmingham, said: "I am afraid that even tho last rally has not given us all the men required."
