PASSPORTS NEEDED
NEW IMPERIAL REGULATION.. A dispatch has been received by the Government from the Imperial Government to the effect that Clause 1 of the Aliens' Restriction Amendment Order, 1915J' requiring aliens to be provided with passports, has been extended to make it apply to British subjects, Following. ifi the text of tho order:— "After April 25, 1915, an alien ooming from or intending to • proceed to any place out of the United Kingdom as a passenger, shall not, without the special' permission of a Secretary of State, land,, or. embark at,, anj' port in tho United Kingdom unless he has in his possession a. passport issued,to..liirrt not more than two years previously by or on behalf of the Government of the country of which ho is a subject or citizen, or some other document satisfactorily establishing hie nationality and identity, to which passport or document there must be attached a photograph of the alien to whom it relates."
_ The effect of this change will be eon- | siderable. Hitherto only aliens have been required to provide themselves with passports when they desired to proceed-from or to any part of the ' British Empire. Now every' person, I British' subject or alien, must be furnished, with a passport. At present tho law in New' Zealand is that every male person must have a permit to leiive • before- lie, is allowed to embark.. ~ A very little extension of this'rule will ,bo necessary to make tho practice here the same as in tho United Kingdom. Every person wishing to leavo will require not a permit merely but a passport, but the procedure to be followed will be exactly, the same. ; i Every passport must have a photograph of the owner, attached to it, but only a day or two ajio this same -precaution was adopted with regard to the permits now 'issued. ' ' l.
