ALL PARTIES SATISFIED

Melbourne, November 6. General satisfaction' is expressed at tlie , abandonment of the Federal referenda. Labour members are in the main pleased._ There has been a. growing disinclination for a referendum campaign for some time. Party leaders in the iVarious States are also satisfied. STATES' PUBLIC WORKS. ■ FINANCIAL ARRANGEMENTS. (Rec. November 7, 11.5 . p.m.) Melbourne, November 7. The Premiers' Conference arranged a scheme for floating loans to cover the States' public works programmes for 1916-17. The arrangement will preclude tho States competing • with ,eacn other in tho money market, the Commonwealth acting as intermediary between them and tlie Imperial Government. The details and the amount of. 'the loans have not been disclosed, pending negotiations with the Imperial Government. The Premiers are agreed oil the necessity of economising expenditure, and it is understood havo bean content with muoli smaller amounts than first proposed.

JAM-TIN BOMB EXPLODES.
. ■ Sydney, November 6. Captain Brownell was demonstrating the use of a bomb-throwing catapult gun when a jam-tin bomb prematurely exploded 'injuring Captain Brownell and two others.

No beer has been delivered in the cit.f Blnco Thursday, and many of tho hotels wore forced to close early on Saturday night through their employees joining in the strike. Others were only kept opon l»y tho publicans' family and friends tending to tho bars.
