PROHIBITION CAMPAIGN IN AMERICA. A DEFEAT IN OHIO. New York, November 3. Prohibition was defeated in Ohio btf about a 50,000 majority. [The State constitution of Ohio provides that "no license in the traffic of intoxicating liquors shall hereafter (1351) be granted in this State; but the Goneral Assembly may by law provido against the evils resulting therefrom." This declaration was circumvented in 1886 by the "Dow" law, which provided for "taxing" by 250 dollars anyone who engaged in the trade, but "no license" was granted. This no-license did not affect cider or State-made wines, and municipalities and townships had the power to enforce prohibition. Up to the present soma 260 "townships"— rural districts—had prohibition in oporation, but the movement for Statewide prohibition, with the constitutional exceptions of cider and wines, has been defeated, as stated in the above message. The law enabling a referendum to bo taken was passed in 1913, tun! by the same Act the "tax" was raised to 1000 dollars.] •
