Reinforcements and reserves are hurriedly coming from Germany. The Polish railways are only now sufficiently repaired to allow of the bringing up of supplies for tho huge armies, the f-bsence of which the German troops have been acutely suffering from. They have transferred all their available forces to the Russian extreme right flank, which they must hold to prevent a deep envelopment. The German position in the north-west is deemed critical, despite their hujje forces. There is increasing testimony of a decline in their morale, coupled with incipient mutiny. . ' HIGH COMMISSIONER'S REPORT. The High Commissioner reports:— London, November 2, 6.40 a.m. Petrograd reports: —"North-west of Chartoryisk wo counter-attacked against a German offensive, taking four hundred prisoners. "In the Styr region we occupied the village of Semikovize."

"In Galicia, south-west of Taroopol, the Russians crossed Lake Ishkur to the enemy's trenches, taking 400 prisoners. "At Styr (in Southern Russia), we took 3500 prisoners."
