GENERAL JOFFRE'S VISIT

"HE CUT THE RED TAPE" CONCERTED ACTION IN SERBIA By Telegraph—Press Association-OopyrfeM ("Times" and Sydney "Sun" Services.) (Rec. November 2, 5.5 p.m.) Lontion, November 1. The "Daily Mail" says: "General Jofl'rc cut the red tape and came to London because lie wanted to know exactly our intention with regard to Serbia. He performed tlio difficult task of extracting a definite statement from the Cabinet. His very plain remarks camo as a shock to Downing Street, and proved an invaluable tonic." The "Times," in a. leader, says: "General J off re's visit gives promise of closer co-ordination between tli& AngloFrench armies. He arrived at a definite understanding witli regard to the Balkans, and the Anglo-French Governments are in full accord with the main principles of the joint policy and concerted measures, and necessity of Riving rapid and direct help to the Serbs." ALLIES MEAN BUSINESS. (Rec. November 2, 10.50 p.m.) London, November 2. The unanimity with which many newspapers criticise the General Staff is significant, especially coupled with the new and even eager desire to criticise Lord Kitchener. The "Daily Telegraph" says:—"The war-seasoned troops in Gallip'oli might conceivably be employed in a new sphere," and understands that General Joffru's visit indicates that the Allies mean business in the Balkans. . The "Daily News's" Parliamentary ccrrcspondent' states that the Government lias created a new General Staff in London.

TO-DAY'S STATEMENT BY MR. ASQUITH (Rec. November. 2, 10.50 p.m.) London, November 2. "The Times" says:—"Mr. Asquitli's statement is expected to deal with the questions of a smaller Cabinet, the effective use of the General Staff, our diplomacy in tlie Balkans, and tlie Dardanelles Expedition. The broad' aspects of the Anglo-French joint action in the Near East, the recruiting, and tho financial outlook, added to the discussion on tlie Dardanelles is likely to produce explanations from Mr. Churchill.
