Reports from New York state that fresh German-American Press peace "kite-fliers" are being put up. The Kaiser it is alleged is offering Russia, fantastic terms, including Constantinople, for a separate peace. FEELINC IN CERMANY. PROCESS OF DISILLUSIONMENT. (Rec. November 1, 11.25 p.m.) Now York, November 1. A report from Berlin 6tatcs that cold weather and the first fall of snow has killed the premature hopes of tho excessively optimistic Germans who had been talking of peace by Christmas, or who had been saying that the war would not last another winter. A strong feeling -is shared in well-informed circles that the turning point of the war had passed, and that the Balkan campaign is bringing peace appreciably closer. The "Berliner Tageblatt" says 'hat the German people are still far from peace, and it is still .less possible today to fico in what form peace will como. For this and other Teasons there is no use discussing what the responsible factors may be, but tlia Reichstag must not bo passed over or even reduced to a- second place. The German people, after their immense burdens, have more than merely written their right to throw the whole weight of tlioir will into the scales through their chosen representatives." ,
