(Post-master-General in t'he pre-war Cabinet), Mr. C. P. Allan, M.P., and Mr. J. H. Whitehouse, M.P., on behalf of tho anti-conscriptionist members of tho House ojE Commons, have issued a manifesto stating their reasons for their belief that the introduction of conscription would be disastrous to tho successful prosecution of the war, and destroying the basis of national unity. "Britain's fivo duties in this war are: (1) Maintaining an impregnable and inviolable Navy.

(2) Manufacturing munitions for herself and her Allies. (3) Financing the Allies. (4) Financing her Dominions. (6) Raising and; maintaining an army running into millions. ' 'Wo havo already suddenly withdrawn something like three million men from tho industries of Britain, with an indefinite increaso which will entail a heavy increase in expenditure and hamper the Allies' cause by reducing our capacity to assist them. Tho mere attempt to introduce conscription would have the gravest consequences, and destroy cur national unity. The organised industries are determined to resist it, and the three greatest labour bodies nro prepared for corporate action. The' war, even if prolonged through iack of conscription, must bo won by our financial and industrial sbrength. We must remember the deep suspicions which have been attached to somo of .tho influences behind ibis conscription campaign, and also Ireland's opposition.
