'A new turn is given to the crit leal Balkan .situation by the report that Rumania has agreed to enter the war when the Entente Powers send 400,000 men into the Balkan Peninsula. According to a Rumanian envoy now at Petrograd, his co \uitry has an army 600,000 strong immediately available, with reserves ultimately available which would bring the total up to 1,100,000. Greece has for the time being rejected tlie Entente proposals, whicli include the offer of Cyprus by Great Britain, but there are indications that her refusal is temporary. The Italians have opened a great offensive against the Austrians, and report the capture of important positions in the Trentino and on the Isonzo front. Austriaa reports assert that tho attack on the latter front broke down. It is estimated that 800,000 Austrians have now been assembled to resist the Italian onslaught. No decisive development is reported in the Serbian campaign, but heavy fighting continues both in Northern Serbia and in Macedonia, where the Bulgarians are endeavouring to cut the main railway. News from tho Western theatre relates chiefly to the complete repulse of German attacks. On the opposite main front further Russian successes are reported. The Germans claim a local victory in one area, but admit that tho Russians earlier penetrated their lines in the same region and captured so me artillery. Sir Charles Munro left London for the Dardanelles on Frid ay. Sir lan Hamilton has returned to England, and met with a hearty welcome, in which wounded men returned from Gallipoli participated.
