' Baron Kato, in a striking speech oil the proposed dispatch of Japanese troops to Europe, declared that this would be a plain impossibility. The difficulties of transport wou,ld be insuperable, and the cost of sustaining reinforcements to Europo would amount to thousands of millions of yen annually, whilo it would be impussiblo for Japan to' fight at othor's charges (expense). Assuming that Japan resorted to loans, how would she bo able to raise) and' redeem theso loans ?
"The best, the only, way," ho said, "is for us to supply the Allies with munitions. Having lived in a comfortable atmosphere of peace for many yearsj Britain seems a little slow in bringing her power into full play. Hor aristocracy is voluntarily going to the front, but the majority of the people apparently are quite unconcerned."
