KITCHENER'S DEMAND FOR MEN
VOLUNTEERS OR CONSCRIPTS ? RESPONSIBILITY LAID ON CABINET By Telegraph—Press Association—CopyriKlit ("Times" and Sydney "Sun" Services.) London, Octoter 16. The Parliamentary correspondent of the "Times" says that the recruiting problem, wliioh is claiming the anxious attention of Cabinet, has been necessarily. accentuated by tlio latest developments of the war. Tlio nation had hitherto . believed that Lord Kitchener would give the word when the voluntary system was proved inadequate. The time has now come to state Lord Kitchener's attitudo on the question. He does not regard himself ai responsible for choosing the method of raising men, and is not prepared to'pass judgment on any scheme. His scheme, deliberately adopted and placed on record, is that he entered the Cabinet as a soldier,,not as a politician; it is for him to state his requirements, and for the country to fulfil them. The correspondent adds: "This attitude places a. very definite responsibility oil his colleagues, who must take a prompt and independent decision." LORD DERBY'S RECRUITING SCHEME. (Rec. October 17, 3.40 p.m.) London, October 16. Lord Derby (who lias assumed control of the recruiting) proposes lo make civilians responsible for bringing in recruits. He hopes to create representative civilian bodies at the various centres for the purpose of canvassing suitable men, and asks tho municipal and civic authorities to co-operato with him. Lord Derby estimates that the. compilation of the returns of men available wider the recruiting scheme will be completed by. November 30.
