It is realised that if the Treasury had taken steps sooner tlio loan could have been obtained cheaper. The Chief Justice, it is declared, was not the man to employ on a financial mission. [The Chief Justice (Lord Reading) was a member of the Anglo-French Loan Commission which visited the United' States and negotiated v the terms of the Allies' loan.] '
