London, October 3. The "Observer's" Petrograd correspondent says:—"The fears.for .the big cities. Petrtgrad, Moscow, and Kieff, have died. away. A very real change has occurred in the situation oil this front. The Russians, without anywhere giving tho Germans the satisfaction of general .battle, are gradually .transforninig a passive into an activo resistance all along the'lino.'

The "Times" correspondent at Petrograd states that the rapidity of the Russian victory over tho German cavalry in the Vileika region, coupled with the tendency <of the enemy to'confine himself to artillery fire in the DviuskOshmiaria region, are indications of the German response to the calls from the West. General von Mackensen is still vigorous in tho south, but Genoral lvanoff has struck a severe blow at tho enemy near Tarnopol. In view of tho General , engagement in the West, the Russians may bo depended upon to strain overy nerve to assume the offensive along', the whole. Obviously, it would retire many months to reach Petrograd, Moscow, or Kieff under favourable conditions.

A communiquestates:—"Desperatefighting is proceeding at Stakhowtsy, at tho southern end of Lake Naroch. The Russians have captured eight German howitzers, and six light guns. _ . . "■ "The Germans, supported by a hurricane 01 artillery, drove out the Russians from Stakhowtsy, but the Russians, by a fresh attack, recaptured the German attacks south of Smorgoni were repulsed." .
