ALLEGED COSTLY ENTERPRISES WITH BORROWED MONEY. By Telegraph—Press Assooiation-CoDyrirt! London, October 1. The Hon. B. R. Wise; Agent-General for New South Wales, has written to tho "Times," controverting its Sydney correspondent's statement that the State Premiers "persisted in continuing costly but not urgent public works with borrowed British capital." / Mr. Wise says that at the Premiers' request the Australian Agents-General met 'and reported to the Premiers' Conference regarding finance. He asserts that the States' requirements were cut down to the irreducible minimum,' and need'cause no anxiety. No' State had any intention^ of entering on public expenditure which was costly and. not urgent. Some of the States may be unwilling .to borrow through the Commonwealth,; which would impair the large powers given them byi the Constitution as interpreted by the Courts. The pi>wer' of the purse has always been the instrument of political control.
