DEBATE ON THE DUTIES. ' By Telerraph—Press Association—Oopyrisht London, October 1. Free-traders continued the debate on the Budget. _ . A division on certain import duties resulted: Ayes, 1 "4; Noes, 8, including Mr. R. L. Outliwaite (Liberal). Mr. M'Kenna withdrew the Customs duty on-hats, owing to the difficulty of saying at what point an article constituted a liat. The tax could be easily evaded. The tax would also probably harass the trade of the Allies.
