Asked for details of submarines in the Baltic torpedoing the German bat-tle-cruiser Moltke, Mr. 'Balfour (First Lord of the Admiralty), in the House .of Commons, replied that he was unable to give any information except that contained in the Russian report. British' submarines had done good work in the Baltic. They were not an. independent force, but wore "acting under the Rus. sian Admiralty. : •
