The manager submitted a report on the proposed parcel delivery scheme, and the Ix>ard'recommended its adoption. Councillor Heenan moved that a special committee be appointed to consider and report as to a scheme for dealing with (a) tho foreshore vested in the borough; (b) the borough recreation ground and _ Muritai •Park; (c) the laying out, planting, and beautifying of all public places 111 tho borough After some discussion the motion was oarried, Councillors Pilcher and Buasell voting against it.
