THE WILLIAM P. FRYE A NOTE TO AMERICA By Telegraph—Press Association-Copyright ■ Washington, September 23. Germany's latest Note regarding the ship ■ William P. Fryo (which was sunk by the armed liner Prinz Eitel- Friedncli in the Pacific) announces that strict orders have been issued to thp German naval forces not to destroy American merchantmen carrying conditional contraband, but to nllow them to proceed unhindered) but if tliab wero impossible to take them into port. The State Department regards Germany's undertaking as insuring American vessels against attack without warning. Germany, however, reserves the right to itsolf to destroy vessels carrying .absolute contraband wherever such destruction, is permissible under tho provisions of the Declaration of London.
' TWO STEAMERS SUNK. (Rec. September 24, 6.4(5 p.m.) , . London, September 23. The' Swedish steamer Forsvik (1107 tons) has been- sunk. Tho orew was saved. The British steamer Eroninigen was blown up. One of tho, crew, perished, and several were wounded.
