Dr. Lone), in !his presidential ad*dress at the Anglican Diocesan Synod, fervently supported the Universal Service League. He said_ there was a very real, danger of our being badly worsted in his war, not because we were lacking in resources, but because of our democratic disability to control all our available resources at one time. He ridiculed the statement put forth by supporters of the voluntary system, that England always relied on voluntaryism by pointing to the press gangs. He deprecated the sentiment thatono volunteeris, worth ten conscripts. It was time ive were done with silly British bluster. : The skill and courage of other troops were equal to our own, and nothing but conscription would be able to meet the terrible wastage consequent on Kitchener's new armies joining in. "To my mind," said His Lordship, "it is as clear as the day that either that or the acceptance of defeat is the only course open to us. History has shown that compulsory levies fight equally as well# as the voluntary wlien tho cause is a national one. The example of the great democracies of France and Italy is enough to show how insincere is the protestation of those who appeal to democracy to oppose what is essentially a'democratic polioy."
