PROROGATION UNPOPULAR By Telegraph—Press Association—Copyright Petrograd, September 16. M. Rodzianko (President of the Duma) lias informed M. Goremykin (Premier) that the prorogation from to-day until November 1 would be unpopular) and arouso dissatisfaction, in Parliament and among the people. It was an unsuitable moment for' provoking a conflict between the Government and' Parliamentarians. M. Goremykin replied that the prorogation was unalterably arranged, and contends that it will have no disturbing effect. , : Tbo "Bussky" has issued a placard stating that discussion of current topics would lead to the suspension of work in factories. The paper exhorts 'tbo artisans to remember the importance of their work to the welfare of their brothers who are shedding their blood. DUMA PROROCUED. (Rec. September 17, 10.50 p.m.) Petrograd, September 17. A ukase has been issued directing the prorogation of the Duma.,
